Request for Tender 26-18 Design and Construct Smithfield Road Upgrade
ABOUT THE CITY OF FAIRFIELD:
Fairfield City is located 32 kilometres South-West of the Sydney Central Business District (CBD), covers an area of some 104 square kilometres, incorporating 27 suburbs and is bounded by the Local Government Areas (LGAs) of Penrith, Liverpool, Cumberland, Canterbury-Bankstown and Blacktown.
Fairfield City is home to approximately 200,000 people and is one of NSW's most populous Local Government Area.
Council is a body politic constituted under the Local Government Act 1993 with the general functions set out in the Local Government Act and is enable to enter into contracts and arrangements of the type contemplated in this Request for Tender (RFT).
Fairfield City Council is self-insured where it provides its own insurance to its workers instead of going through an insurance agent.
Being self-insured requires Council additional licensing requirements to ensure it maintains the high standards expected in Work, Health and Safety (WHS). Accordingly, Council must demonstrate that its WHS systems and practices comply with the WHS legal framework including the WHS laws (WHS Act 2011 and WHS Regulation 2011) and the National Self-insurer OHS Management System Audit Tool (NAT) version 3.
SafeWork NSW monitors and conducts audits on self-insurers periodically throughout the Licence term supported by an audit framework in WHS and case management.

ABOUT THE TENDER:
Fairfield City Council is seeking tenders from organisation(s) that have appropriate certifications, qualifications, capacity, experience and a high standard of capability who can deliver the best value for money for the Design and Construct of Smithfield Rd Upgrade.
Smithfield Road will be upgraded to accommodate four lanes of traffic; and the works include but are not limited to the design and construction of road widening (kerb, gutter and pavement), island relocations, retaining walls, installation of new or upgrading traffic signals, relocation and/or upgrade of utility services and drainage services, line marking, sign posting and minor landscaping.
The interested tenderers must be pre-qualified under the National Prequalification System for Civil (Road and Bridge) Construction Contracts at Category R4 or higher to undertake the upgrade of Smithfield Rd between Elizabeth Dr and Polding St.
It is a requirement of this project that any persons contracted to undertake the building work be accredited under the Work Health and Safety Accreditation Scheme, established by the Building and Construction Industry (Improving Productivity) Act 2016, at the time of entering into the contract for the building work and maintains accreditation while the building work is being carried out.
The builder must comply with all conditions of Scheme accreditation and the National Construction Code performance requirements in relation to building materials.
Section 26(1)(f) of the Fair Work (Building Industry - Accreditation Scheme) Regulation 2016 outlines provisions applying to joint venture arrangements that include accredited and unaccredited builders.

A non-mandatory briefing session will be held Tuesday 13 February 2018 at 10:00am, Room 5 FCC Administration building 86 Avoca Rd Wakeley to present key elements pertaining to the statement of requirement, proposed contract requirements and a brief overview of the lodgement of the tender.

Description: The National Procurement Network is inviting tenders for the supply of Mobile Garbage Bins (MGBs), Industrial Containers & Bins, Static Compactors, Associated Products & Services to councils across all of NSW, VIC, WA, NT, QLD, SA and TAS.

The National Procurement Network (NPN) is a joint procurement initiative set up in 2005 by the peak Local Government procurement bodies in each state and territory across Australia.

The participating members for this tender include: Local Government Procurement Pty Ltd (LGP), Municipal Association of Victoria (MAV), Western Australia Local Government Association (WALGA), Local Government Association of the Northern Territory Inc (LGANT), Local Buy Pty Ltd (Local Buy), and LGCS Pty Ltd Trading as LGA Procurement (LGAP) and Local Government Association of Tasmania (LGAT) representing Local Government in New South Wales, Victoria, Western Australia, Northern Territory, Queensland, South Australia and Tasmania respectively. There will be one tender process to coordinate the needs of the seven States. The lead agency for this tender is Local Government Procurement (LGP).
