Description: The Australia Awards managed by the Department of Foreign Affairs and Trade (DFAT) is Australia's largest aid investment, with an estimated $320 million investment in the 2017-18 financial year. It includes Australia Awards Scholarships, Australia Awards Pacific Scholarships, Australia Awards Fellowships and Australia Awards Short-Courses.
Australia Awards Scholarships are long-term awards which provide opportunities for people from developing countries to undertake full time undergraduate or postgraduate study at participating Australian tertiary institutions, including Universities and TAFEs. There are approximately 2500 awardees from 55 countries on scholarship in Australia at any given time. In 2017, 43 of DFAT's 54 partner institutions are hosting awardees.
Australia Awards Fellowships are short term study and professional development opportunities delivered by Australian Host Organisations (AHOs). They provide opportunities for mid-career professionals to undertake high-quality training, exchange expertise, skills and knowledge and enhance their networks on issues of shared interest. Australia Awards Fellowships do not result in an academic qualification.
The Contractor will deliver select administrative activities of Australia Awards and Alumni Branch (AWB) Scholarships and Fellowships programs and the systems support service for the programs, including:
(a) Inbox management for selected Scholarships administrative functions.
(b) Inbox management for selected Fellowship administrative functions.
(c) Help desk support services (Level 1 support).
(d) Data entry and monitoring of information entered by Institutions in to OASIS.
(e) Collating, analysis and reporting on certain data entered in to OASIS.
(f) Data entry and monitoring of information entered by AHOs in to SmartyGrants or similar grants administration system.
(g) Collating, analysis and reporting on certain data entered in to SmartyGrants or similar grant administration system.
(h) Co-design in conjunction with DFAT, participant Surveys and distribute, manage and collate surveys through survey software and report to DFAT.
(i) Manage reporting and compliance processes relating to the outsourced tasks and requirements including data management, retrieval, archiving and fraud detection.
(j) Coordinate administrative processes, including OASIS training arrangements and merchandise ordering.
(k) Comply with reporting and communication management strategies between AWB and the Contractor.

Conditions for Participation: The mandatory conditions for Tenderer participation in this RFT are:
(a) The Tenderer and any subcontractors proposed must not be named as not complying with the Workplace Gender Equality Act 2012(Cth) ('WGE Act').
(b) For the purposes of the WGE Act, the Tenderer must identify whether it is a Relevant Employer under the WGE Act and if it is the Tenderer must provide DFAT with a copy of its current letter of compliance with the WGE Act.
(c) Tenderers must acknowledge and agree to contract as a single legal entity in accordance with the requirement at Clause 3 (Threshold Conditions) in this Part 2 of the RFT.
(d) the Tenderer (and any of its proposed subcontractors) must not be subject to an adverse Court or Tribunal decision or Order (not including decisions under appeal) for a breach of workplace relations law, work health and safety law, or workers' compensation law, or if the Tenderer is so subject, that the Tenderer has fully complied, or is fully complying with the Court or Tribunal decision or Order.
(e) The Tenderer (and any of its proposed subcontractors) must not be listed on the World Bank List or a Relevant List or be the subject of an informal investigation or temporary suspension which could lead to the Tenderer becoming so listed. A Tenderer must immediately notify DFAT if it becomes listed, investigated or suspended by the World Bank or any development donor prior to the award of contract.
Subject to Clause 12 (Non-Conformity - Unintentional Errors of Form) in this Part 2, any failure by a Tenderer to meet the mandatory requirements of the RFT may result in that Tender being excluded from further evaluation.
