Details: These terms of reference are for specialist Technical Assistance to support participatory environmental systems analysis, and policy assessment for the 5-year GEF funded Regional Pacific IW Ridge to Reef Program ("the Project"). This $10m project is being implemented by the UNDP, UNE and FAO, and executed regionally by the Secretariat of the Pacific Community (SPC) and across fourteen Pacific Islands countries: Cook Islands, Federated States of Micronesia (FSM), Fiji,
Kiribati, Nauru, Niue, Palau, Papua New Guinea (PNG), Republic of the Marshall Islands (RMI), Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu.
In bringing together countries that face similar threats to fresh and coastal water systems, this project aims to test the mainstreaming of ridge to reef, climate resilient approaches to integrated land, water,
forest and coastal management in the PICs through strategic planning, capacity building and piloted local actions. The project is implementing a variety of practical approaches to safe-guarding water systems and coastal habitats in the fourteen participating countries with the aim of engaging and supporting national governments and local communities to build the knowledge base to better understand the cause and effect relationship of 'whole-of-island' environmental degradation and develop the skills and systems to better manage these impacts.
Additionally, regional Project activities will focus on strengthening scientific understanding of the current state of priority coastal areas and support the development and endorsement of national and regional strategic action frameworks for ICM/IWRM. These strategic action frameworks aim to meet the regional need for the mainstreaming of ridge to reef approaches in national development planning. It will also support strengthened national coordination for ridge to reef integrated land, water, forest and coastal management, including climate change adaptation, in the participating countries.
Although environmental challenges are similar across the Pacific region, the priorities and responses will necessarily differ across the participating countries. In support of the strategic action frameworks, diagnostic analysis will be conducted to inform actions for reform and scaling up of ridge to reef investments in the fourteen participating countries.
One of the main activities R2R will support during the next 12 months is environmental systems analysis in priority locations and development of national Ridge to Reef Diagnostic Reports, with associated policy assessment and recommendations in up to 14 countries. The environmental systems analysis should be part of a process of engagement with stakeholders that involves user groups in understanding of local environmental problems and drivers, and in the formulation of new policy based on best practice and sound science. The process should use innovative technology and tools to promote greater stakeholder engagement in the science-to-policy process.
With the support of the consultant, priority environmental problems will be articulated, and causal loop analysis established that identifies activities, resources and pressures related to it. Identification of policy or action options will be established through the participatory process. The outcome of these workshops and information collected will be used in a system simulation model that draws on collated secondary data, to provide a scientific basis for policy assessments. Additionally, outcomes will be documented to produce a national Ridge to Reef Diagnostic Analysis Report and be used to facilitate the consultative process for developing strategic action frameworks.
