Benalla Rural City Council is one of the eligible Local Government Councils to participate in Sustainability Victoria's Local Government Energy Saver Program. Through this Program, Type 1 Energy Assessments have been completed on a number of Council owned buildings with relatively high consumption of electricity. These energy assessments provided recommendations for appropriate changes to reduce energy consumption and greenhouse gas emissions.
Upon consultation with Sustainability Victoria, Benalla Rural City Council will be applying for funding from Stream 3: Facility Energy Upgrades of the program and is inviting you to submit a quote for one or all sections of the scope of works as outlined following.
Please note: awarding of this work is at the Council's discretion and subject to successful funding from Stream 3 of the Local Government Energy Savers Program.
Scope of works: The scope of works is divided into three sections. You are invited to provide a lump sum quotation for part or all sections of the scope of works.
All quotations for works must include the following:

· Value of Victorian Energy Efficiency Certificates (VEEC's) and Small-scale Technology Certificates (STC's), to be included as a line item subtracted from the final quotation
Works to be in accordance with Australian Standards, Building Acts and any other relevant regulations.
Note: Generation and processing of Victorian Energy Efficiency Certificates (VEEC's).
If you are not accredited to create Victorian Energy Efficiency Certificates in the Victorian Energy Upgrades (VEU) program, you can participate either by registering for the program with the Essential Services Commission or use an Accredited Provider who provides aggregation services to facilitate generation of certificates. Accredited Providers will ensure any upgrades comply with the VEU program requirements, including ensuring approved products are used.
